House Speaker Nancy Pelosi said late Tuesday the U.S. House is holding off on a vote to move forward with opening an impeachment inquiry into President Donald Trump.
Pelosi said Trump as the House investigates: “all roads lead to Putin.”
“We are already doing an impeachment investigation,” said congressman Eric Swalwell on MSNBC shortly after the House speaker's press conference, referring to ongoing interviews on Capitol Hill of a host of individuals sought for information about the Trump administration's political “dirty tricks” efforts in Ukraine.
Pelosi knows that if she comes out of an "impeachment meeting" the cable networks will air it live, so she's spending the first few minutes on a big political ad for her legislative priorities.

I don't know that this means there isn't ever an appropriate point to hold a vote. When the final referral moves to House Judiciary is probably the closest match to Clinton timing. That said, there are both pro and cons to the choice to delay for now.

The fact that Pelosi isn't holding a vote now is probably an indication she isn't going to try to appease bad faith process arguments. That's a reasonable strategy, but Republicans will certainly try to take shelter in process objections without having to endorse what Trump did.
