New Jersey: Cops allow their dog to maul a prone subject, then steal an onlooker's cell phone used to record the torture. The victim died.
Washington DC: Supreme Court tells cops that a traffic stop ends after achieving its "purpose," not when the cop who pulled you over says it does.
So, at least there's some good news.
